I agree Use Cases don&#039;t really work in this case.  70% of our projects entail facilitating, gathering, and documenting requirements for the purpose of generating an RFP in order to select a vendor that ultimately has a COTS package that meets our needs.

Do you have a different template other than use cases for capturing these requirements?
